An ambitious project in exceptional times

The Parlement européen des lycéens (PEL) is a project bringing together high school students from all over Europe, encouraging them to reflect upon the future of the European Union, to discover the functioning of the European institutions, to debate on international issues, and to propose solutions to European challenges. The final event of the PEL 2023 took place in the European Parliament in Strasbourg from 15 to 17 May 2023.

  • Phase 1 programme:

    The participants simulate the legislative process of the European Union. Each pupil is placed in one of the political parties of the European Parliament and represents it during the plenary sessions. Multiple themes are chosen beforehand and law proposals for simulated european directives are written. Each party has the opportunity to present various amendments with the aim of subsequently obtaining a majority vote. Preparatory work is expected in advance within the parties in order to be able to defend the proposed amendments and to facilitate possible alliances with other parties.

  • Phase 2 programme:

    In the second phase of the PEL the students change roles and attend a simulation of the Council of the European Union, which aims to train the participants in international negotiations from the point of view of the Member States. Each participating school is representing a Member State and prepares an opening statement for the plenary session as well as an amendment to a proposed european directive.

  • Phase 3 programme:

    The participants are split into small and discuss the future of the European Union. During this last phase of the PEL they can share their personal opinions.

The organization committee is beginning preparations for the 2023 session.

Applications: participating schools

Interested institutions can now apply for the 2023 session.

October 1, 2022, 20:00

Proclamation of selected institutions

All applicants are informed no later than that day of the outcome of their application to participate in the PEL 2023.

September 18, 2022, 16:00

Applications: participating students

All interested students from the selected schools can now apply for the „Parlement européen des lycéens“ 2023.

November 7, 2022, 20:00

Final selection of participants

All participants have been selected & are contacted by the organization committee.

January 3, 2023, 23:00

Repartition of the participants

After indicating their choices in a form, the participants were divided into different thematic groups for the different simulations.

January 4, 2023, 09:00

Digital preparation phase of the participants

The participants are in contact with each other online and prepare intensively for the final event.

May 15, 2023, 12:00

Final event in Strasbourg - Day 1

All participants arrive in Strasbourg and take part in cultural activities.

May 16, 2023, 08:00

Final event in Strasbourg - Day 2

The second day of the final event takes place in the premises of the European Parliament in Strasbourg.
