An ambitious project in prestigious premises

The PEL is an event bringing together high school students from all over Europe to encourage them to think about future issues, to discuss them, and to propose solutions. After having taken place in the premises of the National Assembly in Paris in previous years, the PEL 2019 took place in the European Parliament in Strasbourg from 16 to 17 May 2019.

  • Program of the first day:

    The students simulate a legislative process. Each pupil will be placed in one of the political parties of the European Parliament which he will have to represent during the plenary session. A precise theme will be chosen beforehand and a law proposal for the simulated European directive will be written. Each party then has the opportunity to present various amendments with the aim of subsequently obtaining a majority vote. Preparatory work is expected in advance within the parties in order to be able to defend the proposed amendments and to facilitate possible alliances with other parties.

  • Program of the second day:

    The second day will be composed of discussions and debates in small groups. There will be a variety of topics, all of which are related to EU policies. During this phase of the project, each student can fully express his own political opinion and thus share his political knowledge. The aim of this second day is for participants to improve their ability to debate as well as their reasoning skills and their knowledge of European politics. There will also be a simulation of the Council of the European Union that aims to train participants in international negotiations.
